Wilber es un joven emprendedor, además de ser profesional ostentando la especialidad de ingeniero en sistema, también ejerce un pequeño negocio como es la venta de Ropa y perfumes, actualmente labora en el ministerio de educación de la localidad donde vive, desempeñándose como responsable de estadísticas, este joven es soltero, y actualmente tiene una necesidad de cubrir la demanda de sus clientes, por eso llego a ceprodel para solicitar un financiamiento para incrementar el inventario de la mercadería que vende y lograr la oportunidad de negocio de la época, y es cuando se mejoran las ventas, ya que el mismo lo utilizaría en la compra de Camisas y Perfumes , ya que con gran entusiasmo de superar y mejorar las condiciones de vida, realiza este esfuerzo.
