He and his wife are owners of a water supply business that he says has provided water to the neighborhood since 1991. He says it all came about because in those days everyone in the neighborhood had a need to obtain access to drinking water. For this same reason, Celso decided to dig an artesian well for his own personal use. However, he says that at the time, the need that his neighbors had to access drinking water was so great that he was motivated to lend them a hand. He decided to take a risk and opened his water supply business. He began expanding his facilities to his closest neighbors. He put in a water outlet at the corner of his house where horse-drawn carts approached with drums to transport the vital liquid to the most distant regions.

By taking out a mortgage loan, Celso expanded his facilities little by little to be able to provide drinking water to more people. At the same time, his business grew and today he has 1292 users, all registered y controlled by high-quality meters. Today his water supply facility is equipped with 6 artesian wells - each with a depth of 145 meters, an underground water tank with a capacity of 106,000 liters that functions as a reserve and three 35,000-liter tanks that supply the community on a daily basis. The water supply facility is completely automated in terms of tank loading and the distribution system.

Celso is a well-recognized person in the region, always characterized by the struggle he went through to further his community. There are many projects attributed to him, such as an electrical extension of more than 1700 meters of wiring, the construction of a school and improvements made to roads by paving them.

El señor Celso tiene 52 años, es de profesión Ingeniero Agrónomo, está casado con la Sra. Ada, tiene 4 hijos.
Es dueño en conjunto con su esposa de una aguateria, y cuenta que desde 1991que provee de agua al vecindario. Cuenta que todo surgió debido a la necesidad que tenían todos los vecinos en aquella epoca para acceder al agua potable y justamente por ello el Sr Celso decidió realizar la excavación de un pozo artesiano para su uso particular, pero comenta que en ese tiempo la necesidad que tenían sus vecinos de acceder al agua potable eran muy grande que le motivo para pasarles la mano y decidió arriesgarse y abrió su aguateria y empezó a expandir sus instalaciones a sus vecinos mas cercanos, coloco una boca se salida de agua en la esquina de su casa donde se acercaban carritos tirados a caballos con tambores para poder hacer llegar el liquido vital a las zonas mas lejanas.
Poco a poco el el sr Celso mediante la adquisición de un credito hipotecario fue ampliando sus instalaciones para poder proveer a mas gente de agua potable y a la vez iba creciendo su negocio que hoy en dia cuenta con 1292 usuarios todos registrados y controlados con medidores de primera calidad, hoy en día su aguateria esta dotada de 6 pozos artesianos con una profundidad de 145 metros c/u un tanque de agua subterráneo con capacidad de 106.000 litros el cual funciona como reserva y 3 tanques de 35.000 lts los cuales realizan el trabajo diario de abastecer a la comunidad, la aguatería esta totalmente automatizada en lo que se refiere a la carga de tanque y sistema de distribución.
El sr Celso es una persona reconocida en la zona ya que siempre se caracterizo por la lucha que realizo para poder llevar adelante su actual comunidad, hay mucha obras que se le atribuyen al cliente de referencia como la expansión eléctrica de mas de 1700mts de cableado, la construcción de una escuela y las mejoras de calles mediante la construcción de empedrados.
Solicita de este crédito para invertirlo en la compre de un vehículo para poder utilizarlo en la aguatería como medio de reparto de agua y también para utilizarlo en momentos de emergencia dentro de la aguatería. This loan will help fund a new product Fundación Paraguaya has launched called "Ikatu Agua" that will enable people in remote communities to dig wells, build pipelines and install water meters to expand access to clean drinking water. Loans like these are given to sanitation boards, which represent their entire communities. These groups contract builders and oversee construction of water distribution systems, while collecting repayments from impacted community members. These repayments are pooled and returned to Kiva to be credited to lenders.
