Es integrante de la Vrc Nuevos Horizontes, la comunidad se encuentra a unos 40 minutos en la comunidad santa Martha perteneciente al Cantón Guaranda.

Cesar se dedica a la agricultura a la siembra y a la venta de naranjilla, además cría animales como los cerdos.
Solicita el crédito para comprar abonos,semillas, fertilizantes, líquidos para la maleza y comprar polvillo. Con el dinero del crédito podrá comprar los abonos para mejorar la producción.

Las compras y las ventas lo hace en Guaranda semanalmente. El sueño es poder comprar un vehículo para transportar los productos que cosecha.

Los desafíos a los que se enfrenta son las plagas y el mal tiempo. En el tiempo libre le gusta jugar indor y disfrutar del carnaval.
