Hokumkhan was born in 1966. He is married and settled in the Fuzuli region. He is an Internally Displaced Person (IDP) from the Armenian-occupied territory of the Azerbaijan.
Six years ago he started a cafe. He now needs a loan of 2000 AZN to buy tables, chairs, and equipment for his cafe.
