Mr. Huy Um is the Village Bank President of twenty-six members in the Khsom Village of Kandal Province. He is a fisherman and a bicycle repairman in the village. In addition, he is married with seven children: two of his children are employed in a garment factory, two are fishermen, two are enrolled in state school, and the other child stays at home. His wife, Mrs. Lou Aok, is a fish-seller. Last year, Mrs. Lou Aok was diagnosed with high blood pressure, so Mr. Huy Um incurred $125 of expenses to cure her. During that time, Mr. Huy Um’s fishing business faced a severe storm, and he was unable to catch many fish to support his family.
His fishing business has encountered mounting problems in recent months because he does not have enough money to buy fishing equipment. Accordingly, Mr. Huy Um is seeking a loan to buy such equipment to fish in the lake. Previously, Mr. Huy Um obtained a loan from Acleda Bank, which he used to buy fishing equipment.
