Carlos was born and lived in Palma Cuata for 43 years. Later, he got married and moved to live in Potrero Nuevo which is a community in the municipality of Ignacio de la Llave. He has always been a fisherman, which is a very common occupation in the region since there are several lakes and a river in his community. At the beginning he started working as a driver but, due to an accident, he had to change jobs and started raising cows. Alternating with this activity he fished which has yielded very good results since he sells his fish among his community. He buys all kinds of seafood such as mojarra (a small, broad fish), tilapia, chucumite (fat snook), shrimp, octopus, crab, snail, oyster, etc. Carlos's goal it to build a stand in his yard from which to sell his wares and he is requesting a loan to buy the seafood and then to build a floor and roof so that his merchandise will be more presentable than currently possible with a board in the open air in his yard.

He is the group representative of the group called LA MOJARRA which is made up of 4 ladies and himself. The ladies are involved in other activvities such as the sale of shoes, purses, and catalogue perfume sales.
