This loan will be shared by a team of six teachers who manage a children’s education and activity program called TIC in the village of Parcelles Assainies. The teachers plan to add computer training to their curriculum, and have applied for a loan to finance the purchase of P3 computers and other necessary supplies. The demand for computer literacy training in Senegal is strong and growing even in rural areas, and the group plans to earn a profit by charging a small tuition fee to the large number of students expected to enroll. The program director who will sign for the loan, Jean Christophe Diatta, described the project:



“The TIC children’s program was born from the realization of children’s lack of access to the educational opportunities offered by the recent explosion of information technology in Senegal. This situation is due to the inexistence of an institutional framework for bringing information technology to children, the failure to adapt existing computer education programs to children, parents’ lack of interest in this tool and in the opportunity it offers, and the prohibitive cost of Cybercafés for children. The TIC children’s program responds to this need and is designed to raise children’s level of access to information technology. It aims to contribute in this way to the early education of young children as well as the training of young adolescents.



The objective of the loan is to finance the purchase of computers and the establishment of a working capital fund for the various activities to be undertaken as part of this project:


• The installment of the necessary infrastructure and computers


• The launch of computer education classes


• The marketing of the computer classes


• The organization and management of the program


• The execution of computer classes for 90 children per month, each of whom will pay a tuition fee of 3000 francs CFA (about $6), for 12 months



We have a building in the village of Parcelles Assainies, at the Centre d’Excellence des Parcelles Assainies, number 10. The team of instructors is already organized, with two teachers working with the children at present.”

« Le programme TIC enfance est né du constat de l’absence d’accès des enfants aux programmes d’éveil qu’offre l’explosion de l‘informatique au Sénégal. Cette situation s’explique par l’inexistence d’une infrastructure, l’inadaptation des programmes lorsqu’ils existent, le manque d’intérêt des parents sur cet outil et sur l’opportunité qu’il offre et la cherté des cybers pour les enfants. Le projet TIC enfance répond à ce besoin et a pour objectif d’élever le niveau d’accès des enfants à l’informatique. Il se veut une contribution l’éveil de la petite enfance et à la formation des jeunes adolescents.


*L’objectif du prêt est de financer l’achat d’équipement et la mise en place d’un fond de roulement pour les différentes activités à réaliser dans ce projet :


-Mobilisation de l’infrastructure et des équipements


-Initiation de modules d’éducation


-Confection et commercialisation de produits


-Promotion des produits


-Organisation et gestion du projet


*L’exécution de formation pour 90 enfants par mois sur les 250 du programme EPOM suivi pour une scolaritéde 3000 sur 12 mois.


Ymca dispose d’un local (aux Parcelles) le CEPA (Centre d’Excellence des Parcelles Assainies) à l’unité 10. Une équipe pédagogique existe déjà avec 2 professeurs travaillants à l’initiation des enfants. »

On Thursday I had the pleasure of meeting Jean Christophe Diatta who is the general secretary of the computer school in Parcelles Assaines. Jean Christophe Diatta spoke enthusiastically with me about the current programs running at the school. He was pleased to report that that the school was running at full capacity, with three classes seven days a week. Most classes are for children, with a section for the 3 to 6 year olds (the “rabbits”), the 7 to 8 year olds (the “foxes”), the 9 to 10 years olds (the “doves”) and the 11 to 13 year olds (the “dolphins”). The cost is approximately $6US for a weekly class that runs for four weeks. They currently own 5 computers and admit 10 students in each class. There are about 150 students in attendance at this point.

One thing that Jean Christophe Diatta was most proud of was his sponsorship program for underprivileged children. He reserves 35 spaces for poor children, for whom he actively seeks a sponsor that is willing to pay the fees for the child. Jean Christophe Diatta sponsors a child, as does SEM’s field officer, Doudou Mbodj.

A second program that Jean Christophe Diatta discuss with me was the program for women without no formal education. He stated that there were women in the neigborhood who did what is typically women’s work (selling products in the market) who did not have an education or any knowledge of computers. He said that these women were interested in gaining new skills. He believed that having a program specifically for these women was important. Creating a program specifically for these women has resulted in regular, enthusiastic attendance. He stated that this program has been running successfully and feels proud to be providing an environment for these women to develop themselves.

I had the pleasure of watching a class in action (please see the attached photos). The teenagers sat two to a computer. They seemed energetic and pleased to be attending class. The ten computers were running smoothly and the environment was very conducive to learning.

I was very impressed with the facilities, the students and Jean Christophe Diatta. In particular, Jean Christophe Diatta’s enthusiasm for his work was readily apparent, and it was my impression that the school was running in a very efficient and effective manner, largely as a result of Jean Christophe Diatta passion and dedication. I left with a feeling of having witnessed a program with an obvious and meaningful social impact.
